Son of late Shri G. R. Dhiman; born at Dialri, Distt. Hamirpur on 17th November, 1934; M.A., M.Ed and Certificate in Vocational Education; educated at Punjab Univerity, Chandigarh & H.P. University, Shimla; married to Smt. Satya Dhiman; one son and two daughters; Teacher and Agriculturist.
Served in Education Department (H.P. Govt.) as T.G.T. (13 years) and as Headmaster, High School (16 years). Remained General Secretary: Tarakwari (Bhoranj) Welfare Committee, 1973-89, ii) Head Masters’/Principals’ and Inspecting Officers’ Association, Distt. Hamirpur, 1983-87; and President, Headmasters’/Principals’ Association, Distt. Hamirpur, 1987-89.
After retirement from Govt. service joined B.J.P. on 08-07-1989; remained Member, B.J.P. State Executive Committee, 1990-93; State Delegate, Distt. Hamirpur, B.J.P., 1990-92; Vice- President and President, Scheduled Castes & Scheduled Tribes Morcha, Bhartiya Janata Party during 1993-95 and 1995-98 respectively.
Elected to the State Legislative Assembly in 1990; re-elected in 1993, 1998 & 2003. Remained Chairman: Assurances Committees, 1992, ii) Public Accounts Committee, 1995-98 & 2003-07; also remained Education Minister, 1998-2003; Leader of B.J.P. Legislature Group, June 2007 to December 2007.
Elected to the State Assembly for a fifth term in December 2007; re-appointed Education Minister on 09-01-2008.
